CCC certification: 3C new rules for toys and strollers are released

According to the Announcement of the General Administration of Market Supervision on Optimizing the Catalogue of Compulsory Product Certification (No. 18 of 2020) regarding the merger and optimization of toys and stroller products, the CNCA revised the implementation rules for relevant product certifications. Product Certification Implementation Rules "Children's Carriage" (CNCA-C22-01: 2020), "Compulsory Product Certification Implementation Rules Toys" (CNCA-C22-02: 2020) (see annex, hereinafter referred to as the new version of the rules), since 2020 7 It will be implemented from January 1.

 


Relevant designated certification bodies should formulate corresponding certification implementation rules in accordance with the requirements of the new version of the rules and the published general implementation rules for mandatory product certification, and then file with the CNCA for mandatory product certification activities in relevant designated areas.

 


From July 1, 2020, the designated certification body should implement certification and issue certificates in accordance with the new rules. The valid compulsory product certifications that have been issued before can continue to be used, and the conversion of certifications will be completed by natural transitions such as expiring replacements, product changes, and standard changes.

 


The "Announcement on Amending the Implementation Rules for Compulsory Certification of Toy Products" (CAC Announcement No. 40 of 2010) shall be abolished from July 1, 2020.

Toy products within the scope of CCC:

 


The previous mandatory product certification catalogue divided children's products into seven categories, namely: baby carriages, electric toys, plastic toys, metal toys, ejection toys, doll toys, and restraint systems for children in motor vehicles.

 


On April 21, the State Administration of Market Supervision and Administration announced the "Announcement of the General Administration of Market Supervision on Optimizing the Catalogue of Compulsory Product Certification". To further deepen the reform of the compulsory product certification system, the General Administration of Market Supervision (CAC) based on the previous mandatory product certification The adjustment of the catalogue is to merge and optimize some product categories in the catalogue without changing the scope of the mandatory product certification. Currently, the optimized compulsory product certification catalog has a total of 17 categories and 103 products.

 


There are three types of children's products in the adjusted mandatory product catalog, which are: baby carriages, toys, and motor vehicle child restraint systems, including baby carriage products (2201), toys (2202), and motor vehicle child restraint systems (2207), the various toy products listed in the past are classified into the category of "toys".

 
 

 

 

 

Among the toy products, electric toys, plastic toys, metal toys, and riding vehicle toys that are designed or intended for children under 14 years of age are required for mandatory certification; stroller products include children's bicycles, children's tricycles, children's push Cars, baby walkers, etc.

 

 

 

In addition, according to item 82 of the Annex "Description and Definition Table of the Compulsory Product Certification Catalog (Revised in 2020)", the toy is divided into 4 products: electric toys, plastic toys, metal toys, and riding vehicle toys. "Catapult Toys" and "Doll Toys" are included.

 


But this does not mean that "ejection toys" and "doll toys" no longer require CCC certification. In Item 82, doll toys are classified under the category of plastic toys; while ejection toys are mostly made of plastic or metal materials, so they are classified into the categories of plastic toys and metal toys, respectively.

 


In general, the General Administration of Market Supervision has only merged and optimized the categories of toy products in the compulsory catalog, with no deletions or additions.

 

 

 

Toy products not covered by the CCC:

 


1. Uncharged paper, bamboo, wooden, plush cloth, ceramic, glass, gypsum toys (but plastic or metal parts with independent play function in the set are still within the scope of the compulsory product certification catalog); no charge Mouth-moving toys, teethers (tooth glue), water toys, inflatable toys, colored clay or crystal mud and other soft modeling toys (however, plastic or metal parts with independent play functions in the set still belong to the compulsory product certification catalog range);

2. Suitable for domestic swings, slides and similar indoor and outdoor activity toys for GB6675.11, toy scooters for GB6675.12, chemical set toys other than experimental toys for GB6675.13, and finger paints for GB6675.14 , Experimental toys suitable for GB26387 chemistry and similar activities;

3. Stationery with play function;

4. Toys that are not applicable to the scope of GB6675.1 and products that are not considered as toys.
